Fisheries Management

Māori have an important role to play in the overall management of New Zealand’s fisheries because they have multiple interests - as commercial players, customary users, and amateur fishers.

Fisheries management by Te Ohu has focussed on the following two areas:

  • The introduction of new species into the quota management system (QMS)
  • The management of those species once they are introduced.

Under the 1992 Māori fisheries settlement, Māori are to receive 20 percent of all new fish stocks introduced into the QMS.

After a species or stock has been introduced, Te Ohu participates in the ongoing management reviews and update of information. This allows further sustainability decisions to be made.

Te Ohu provides critical advice to the Ministry of Fisheries and the Fisheries Minister on any impact that fisheries management decisions may have on either the commercial and customary rights of Māori.

The Ministry of Fisheries released a discussion document on Shared Fisheries in November 2006. Submissions close on 28 February 2007 and Te Ohu Kaimoana aims to provide a comprehensive response. An initial analysis of the components contained in the discussion documents was forwarded to iwi in December 2006 and a workshop set up for 9 February 2007.

The Ministry of Fisheries has proposed amendments to regulations 19, 21 and 25 of the Fisheries Regulations 1986 and of regulation 27 of the Fisheries Regulations 1996. This IPP represents Te Ohu’s views regarding the proposals.

(Kahawai, Kaipara harbour)
The Ministry of Fisheries has proposed a revision of management strategies for the Kaipara harbour and the TAC/C allocation of Kahawai. This review includes the management of the Customary Catch and Allocation Policy. The above IPP represents Te Ohu’s views regarding the proposals.

Review of sustainability measures and other management controls for the 2005-06 fishing year

The Ministry of Fisheries proposes to increase the Coromandel Scallop TAC from 48 to 239 tonnes and to increase the recreation and customary allowances to 40 tonnes for the 2005-06 fishing year. This Initial Position Paper (IPP) represents Te Ohu’s views regarding the proposals.

Fisheries Plans

Fisheries management practices in New Zealand are constantly evolving. One current trend is the development of fisheries plans.

Te Ohu Kaimoana is working with iwi, Māori, industry, and recreational groups to achieve an integrated strategy for managing various fisheries management areas (FMAs).

NZ Coastal Policy Statement

The Department of Conservation called for submissions on the review of the New Zealand Coastal Policy Statement by 17 November 2006.
