Future of Our Fisheries Submission.
In 2015, the Minister for Primary Industries announced that the Ministry would undertake an operational review of our country's fisheries management framework. A year later, the Ministry released Te Huapae Mataora Mo Tangaroa - the future of our fisheries. At a hui in December 2016, iwi resolved to oppose the Ministry's assumption that the Crown can unilaterally and without consultation repudiate the Fisheries Settlement. Submission to Ministry for Primary Industries in respect of application from Fiordland Lobster Company to hold Spiny Rock Lobster quota in excess of the quota aggregation limits of the Fisheries Act.
Fiordland Lobster Company says the quota will enable it to develop its business and continue to be a competitive participant in the quota market for rock lobster. Te Ohu Kaimoana recommends the application be declined on the grounds that reserving a 10% aggregation exemption is not possible under the legislation, the ability of iwi to acquire quota of the relevant species will be disadvantaged, and the likely negative effects on other quota owners or commercial fishers. Deemed values – Bluenose 3
Deemed values are imposed on fishers where they catch in excess of their Annual Catch Entitlements. DVs are an important tool in the sustainable utilisation of our fisheries. DVs should not be set at a level that encourages fishers to discard their catch at sea instead of landing it. The issue around Bluenose 3 (BNS3) concerns the differences in DVs for fishers landing catch in the Chatham Islands compared to that on the New Zealand mainland. Te Ohu Kaimoana supports the Ministry for Primary Industries’ proposal to raise the Chatham Island DVs. Download our submission.
