Proposed Ministerial Purpose for Issuing Special Permits - Initial Position Paper

Te Ohu opposes the Ministry of Agriculture and Fisheries (MAF) proposed new purpose for issuing special permits. Maori have significant commercial and non-commercial interests in shellfish species (including their shells) and the MAF proposal will adversely impact these interests.

The principal objective of the inquiry – convened jointly by the Minister of Fisheries and Aquaculture and the Minister of Labour - is to ensure that the operation of foreign owned and flagged vessels chartered by New Zealand fishing companies supports government objectives.

Application by Sanford for Exemption from Quota Aggregation Limits
Sanford Ltd applied for an exemption from the Quota Aggregation limits so it could hold 80% of Patagonian Toothfish quota. Our submission opposed the application on the basis that Sanford would have a monopoly over harvesting which could potentially devalue the 20% of iwi owned quota and ACE.

Submission on the Draft 2011 Deemed Value Standard
Deemed values are designed to limit catch to the TACC and to ensure sustainability of fish stocks. The benefit to fishers is the preservation of quota values and the livelihoods of industry participants. Our submission supports deemed values in principle and comments on the 10 principles that apply to setting deemed values.
